Paul A. Downing was born and raised in Oklahoma, spent some years in Alaska after college, then moved to Philadelphia where he graduated from law school and spent the first decade of his legal career. In 2017, Mr. Downing moved to Tampa and began working with the Federal Defender's Office, MDFL to fight for the underclass.
